They promise to catch the bad guys, but they are waiting to seat a full team of commissioners before they actually do anything serious. It is the Wild West. You can bet on almost anything, and if you have the right information, you make a killing. It turns out that the real danger is not just the conflict itself, but the way our economy is being distorted by people who treat human suffering as a winning ticket.
The Secret Rules of the Elite

They have no effective way to track anonymous crypto wallets or enforce rules in these new markets. They have effectively built a system that rewards the well connected and punishes everyone else.
If you think this sounds like a system designed to fail, you are probably right. When real world decisions like war and peace are influenced by financial bets, the economy is no longer serving the public. It is serving the people who are fast enough to place their bets before the bombs fall.
